Yes. Everyone who wants can start their witness server. Decentralization FTW!

To become a witness you will need hosting and at least minimum LINUX skills.

Currently we recommend a server (VPS) with at least 8GB RAM, 100GB HDD, and unlimited bandwidth (faster is better). DDOS protection is also recommended in order to avoid that somebody could DDOS your server and thus destabilize the network.
