Stages for re-opening in-person operations

The following document is intended to be used as a tool to propose and analyze various phases of re-opening as deemed safe and appropriate by Library Leadership, the local public health officer, professional library organizations, CDC guidelines and Montana Governor’s orders. All stages are dependent upon triggers established by those groups.

Virtual programming, digital collections and community outreach will continue throughout all stages described below.

STAGE ONE

No public access to building
  • Limited curbside service
  • Distribute existing holds
  • Enable holds for materials specifically for our locations. Holds that are possible without a courier.
  • Staggered schedules and minimal staff in the building
  • Reconfigure work stations to be operable from 6 feet apart. Possibly move stations to various floor locations. Install plexiglass where needed/appropriate.
  • Staff wear masks and other PPE when in contact with the public and/or away from their computer stations.
  • Re-open book drops with a plan for 3-day quarantine on incoming materials. All floor space throughout buildings will be needed to stage appropriate quarantine measures.

STAGE TWO

Limited access to building
  • Specific hours designated for elders
  • Require masks for admission into the building
  • Hand sanitizer available throughout building
  • Should we look into checking temperatures for admission?
  • Hourly cleaning of high touch areas
  • No computer access in the building
  • No services that promote lingering or gathering
  • Process deliveries after a 24-72 hour waiting period
  • Continue to operate with minimal staff in the building at one time

STAGE THREE

Expand but still limit access to the building
  • Invite caregivers with school age children into the building during special hours
  • Require masks for admission
  • Hand sanitizer available throughout the building
  • Check temperatures?
  • Hourly cleaning of high touch areas
  • No services that promote lingering or gathering
  • Process deliveries after a 24-72 hour waiting period
  • Continue to operate with minimal staff in the building at one time
  • Computer access available by appointment with time to sanitize stations in between appointments

STAGE FOUR

  • Reinstate access to the building with masks and hand sanitizing required by all customers
  • Ask customers not to linger
  • Enable statewide sharing and holds
  • Enable ILL
  • Consider shortened hours of operations to decrease staff interaction with public and allow materials handling to occur primarily during closed hours 

STAGE FIVE

  • Return to full hours of operations and staffing levels
  • Offer programming while limiting the size of the gatherings to numbers recommended by the CDC, MACo, Governor, Public Health Officer, etc.

STAGE SIX (is the trigger for this a widely available vaccine?)

  • Resume full operating levels
  • Assume increased demand and need from community experiencing a recession and collective trauma
