You can use both. Keep your personal Voice account on your phone. When you want to temporarily use SDSU Voice on the phone claim it on your phone. You will lose phone assist to your personal Voice account on the phone for the time being. When done receiving the business call, tell your personal Voice account to reclaim your phone

For Personal to Business Voice, no you can not link them

For Business to Business Voice, yes the University can create a Ring Group so that both numbers work together
